A severe food-stress cascade was assessed as active in Uganda and East Africa, a severe infrastructure-failure cascade was assessed as active across Libya, Tunisia, and Algeria, and a critical resource-conflict cascade was assessed as active in the Amazon Basin in Brazil. Separately, and at Confirmed confidence, global displacement data now shows conflict overtaking disasters as the leading driver of internal displacement worldwide.
Multilateral governance and legal trackers showed limited forward movement. The Bonn intersessional talks ended in gridlock, with the Mitigation Work Programme and adaptation finance both deferred to COP31 at High confidence. The COP31 co-presidency has proposed a non-binding target of 35 percent electrification by 2035, assessed as a policy proposal rather than a binding commitment. The United Kingdom was found to have disbursed only 39.8 million GBP of pledged rainforest funding as of 2024 against its Glasgow Leaders Declaration commitments. Direct ice-sheet mass-balance data would be needed to move the Greenland and West Antarctic assessments beyond their current sea-ice proxy basis.
